CORRECTION, RETRACTION, WITHDRAWAL, AND AUTHOR SANCTION POLICY

Jurnal Berkala Kesehatan is committed to maintaining the integrity, transparency, and credibility of scholarly publications. This policy regulates article correction (correction), article retraction (retraction), manuscript withdrawal (withdrawal), expression of concern, and sanctions against authors who violate publication ethics.

This policy refers to the principles of the Committee on Publication Ethics (COPE), national scientific publication regulations, and scientific journal accreditation/SINTA guidelines.

A. Correction Policy

Correction is carried out when a published article contains errors that do not affect the main validity of the research, such as:

1. errors in the author’s name or affiliation;
2. typographical errors;
3. errors in tables, figures, numbers, or captions; and
4. other editorial errors that do not change the main conclusion.

The journal may issue a Correction Notice, Erratum, or Corrigendum linked to the original article.

If the error affects the reliability of the data or the main conclusion, the article will be evaluated for Expression of Concern or Retraction.

B. Retraction Policy

An article may be retracted if serious violations are identified, including:

1. substantial plagiarism;
2. duplicate or redundant publication
3. fabrication, falsification, or manipulation of data;
4. manipulation of images, tables, statistics, or analysis results;
5. research ethics violations;
6. serious errors that cause the results or conclusions to be unreliable;
7. authorship violations; or
8. manipulation of the peer review or editorial process.

The results of the similarity check are not used as the sole basis for article retraction and must be assessed substantively.

Procedure Retraction

1. The Editor conducts an examination and investigation.
2. The author is given an opportunity to provide clarification.
3. If the violation is proven, the Editorial Board makes the decision.
4. The journal publishes a Retraction Notice explaining the reason for the retraction.
5. The article remains available as part of the scholarly record but is labeled or watermarked “Retracted”.

C. Withdrawal Policy

Withdrawal refers to the withdrawal of a manuscript before publication.

Authors may request withdrawal if there are:

1. substantial errors in the manuscript;
2. authorship issues;
3. ethical concerns; or
4. justifiable academic or legal reasons.

The request must be submitted in writing by the corresponding author to the Editor-in-Chief.

Withdrawal is not permitted if it is carried out to:

• transfer the manuscript to another journal while the editorial process is still ongoing;
• withdraw the manuscript after acceptance without a valid reason; or
• avoid an investigation of an ethical violation.

Unauthorized withdrawal may be subject to editorial sanctions.

D. Expression of Concern

The journal may issue an Expression of Concern when there are serious indications regarding an article, but the investigation has not yet been completed or the evidence is insufficient to determine a Correction or Retraction. The status will be updated after the investigation process is completed.

E. Author Sanction and Publication Ban

Authors proven to have committed publication ethics violations may be subject to a publication ban for 2–5 years and/or an administrative fee equal to the applicable APC (Article Processing Charge) at Jurnal Berkala Kesehatan, according to the type and severity of the violation.

The duration of the sanction is determined by the Editor-in-Chief together with the Editorial Board based on the level of seriousness, impact, intent, and history of violations.

Publication Ban Provisions

During the sanction period:

1. authors may not submit manuscripts to Jurnal Berkala Kesehatan;
2. any new manuscript that includes the name of an author who is subject to a publication ban will not be processed, whether as first author, corresponding author, co-author, or in any other authorship position;
3. manuscripts may be administratively rejected without undergoing peer review;
4. if the sanction status is discovered after the editorial process has begun, the journal may terminate the publication process; and
5. attempts to avoid sanctions through changes to the name, author order, or other identities may result in an increase or extension of the sanction.

Administrative Fee Provisions

An administrative fee may be imposed if an author carries out an unauthorized withdrawal after the manuscript has been accepted or after the production process has begun, without justifiable academic, ethical, or legal reasons.

The amount of the fee is determined based on the applicable APC at the time the manuscript is processed, according to the official tariff of Jurnal Berkala Kesehatan.

Previously published articles are not automatically retracted merely because one of the authors is subsequently sanctioned. The article will only be examined if there are indications of a violation related to the publication.

F. Principles of Handling

All editorial actions are carried out based on the principles of integrity, fairness, transparency, confidentiality, accountability, proportionality, and independence.

Authors are given the opportunity to provide clarification before sanctions are determined. Decisions are made by the Editor-in-Chief together with the Editorial Board and documented internally.
